On Monday, June 22, 2026, the Public Aid Organization (PAO), in partnership with the Ozone Network for Environmental Conservation and with support from the Norwegian People’s Aid, held a specialized dialogue session at the hall of the Board of Environment Protection and Improvement in Erbil, as part of the activities of the project “Improving the Human Rights Conditions and Enhancing Democratic Participation.”
A Partnership Bringing Together Government and Civil Society
The session brought together representatives from relevant ministries and government institutions in the Kurdistan Region, alongside civil society organizations affiliated with the joint working group established in 2025 in cooperation with the Board of Environment Protection and Improvement, a step reflecting the importance of participatory approaches in shaping environmental policy.
The session focused on reviewing the legislative framework governing environmental protection and climate change response, ensuring its alignment with current challenges, in addition to exploring ways to integrate climate adaptation concepts into the region’s existing laws.

The session included a presentation of the proposed draft amendment to the Law on the Protection and Improvement of the Environment in the Kurdistan Region, during which participants provided technical feedback and suggestions to develop the draft. The subsequent procedural steps for completing the legislative amendment process were also agreed upon.
This session comes as part of broader efforts to strengthen environmental governance and develop related legal frameworks, in support of building policies more responsive to environmental and climate challenges and contributing to sustainable development in the Kurdistan Region.
