PAO Holds Coordination Meeting in Baghdad to Advance the Basra Principles Document

The Public Aid Organization (PAO), in cooperation with the National Security Advisory, held an in-person meeting in Baghdad on Monday, April 27, 2026, as part of the activities of the project “Improving Human Rights Conditions and Enhancing Democratic Participation.”
The meeting was attended by the Advisor to the Prime Minister, Mr. Zaidan Khalaf, along with representatives from the Ministry of Foreign Affairs, the Ministry of Environment, and the National Security Advisory, as well as the Head of the Energy, Environment, and Climate Department at Al-Nahrain Center for Strategic Studies. The meeting aimed to follow up on the “Basra Principles Document” with relevant governmental stakeholders.
The meeting focused on discussing mechanisms for implementing the principles at the national level and advancing them internationally through official Iraqi channels, in alignment with state priorities, and under the leadership of the Ministry of Environment, the negotiation team, and the Ministry of Foreign Affairs, in coordination with PAO.
Participants agreed to review and refine the document using diplomatic language that reflects Iraq’s interests and enhances its chances of international acceptance. It was also agreed to hold a briefing session with relevant ministries to discuss local implementation mechanisms, as well as to organize consultations with local civil society organizations prior to finalizing the document.
In this context, it was further decided to conduct a series of meetings with diplomatic missions and United Nations entities in Iraq to introduce the final version of the document and explore avenues for its support and international promotion.
